Try to set the canvas resolution to 3840x2160 and see if OBS will use the higher resolution for the capture device as well.The ONLY thing that doesnt seem to think "4k30" is the actual source being shown in OBS, which is only 1920x1080 pixels worth of data (If I stretch the bounds to 3840x2160, it is extremely blurry/pixelated).
